Summary of the House Committee Version of the Bill

HCS SB 1002 -- DRAINAGE DISTRICTS

SPONSOR:  Mayer (Black)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Local
Government by a vote of 15 to 0.

This substitute authorizes drainage district boards to impose an
annual processing fee for assessed tracts when the board
determines that the costs of preparing and processing the
district's maintenance tax statement exceed the amount of tax
imposed.  The fee will be set by the board at the district's
annual maintenance tax hearing.

FISCAL NOTE:  No impact on state funds in FY 2007, FY 2008, and
FY 2009.

PROPONENTS:  Supporters say that administration costs have
increased as parcels have been subdivided into smaller parcels,
and authorization by statute is needed for a levee district to
legally set the maintenance fee amount.

Testifying for the bill was Senator Mayer.

OPPONENTS:  There was no opposition voiced to the committee.
